    This dataset includes all ministerial condition (MC) notices published under the authority of the Canadian Environmental Protection Act, 1999 (CEPA). The MC notice may be applied to a new substance or living organisms when Environment and Climate Change Canada and Health Canada suspect that a new substance may meet the criterial for toxic under CEPA. When Ministerial conditions are imposed, the notifier can manufacture or import the substance, subject to restrictions. The notifier and, if specified in the condition, the notifier’s customers are obliged to abide by these conditions and keep records as indicated. Substances subject to ministerial conditions are not eligible for addition to the Domestic Substances List. Therefore, any new notifier who wishes to manufacture or import the same substance must submit a New Substances Notification. This may result in similar conditions being imposed. Information is organized by substance and includes links to relevant Canada Gazette publications. Confidential accession numbers and masked names have been presented for confidential substances. Although great care has been taken to ensure the information herein accurately reflects the requirements prescribed in CEPA, you are advised that, should any inconsistencies be found, the legal documents, published in the Canada Gazette, will prevail.

The SNAc provisions of CEPA may be applied to a substance or living organism when Environment and Climate Change Canada and Health Canada suspect that a significant new activity in relation to the substance or living organism may pose new or increased risks to the environment or to human health. Information is organized by substance and includes links to relevant Canada Gazette publications. Confidential accession numbers and masked names have been presented for confidential substances. Although great care has been taken to ensure the information herein accurately reflects the requirements prescribed in CEPA, you are advised that, should any inconsistencies be found, the legal documents, published in the Canada Gazette, will prevail. Please note that substances on the Domestic Substances List (DSL) may be presented with a flag next to the substance identification number in official Canada Gazette publications. These flags are included in a separate column in the dataset, and are as follows: S: The “S” flag indicates that the SNAc provisions of CEPA apply to the substance. S': The “S'” (S prime) flag indicates that the SNAc provisions of CEPA apply to a substance that was already listed on the DSL. P: The “P” flag indicates that the substance was assessed and added to the DSL on the basis that it met the Reduced Regulatory Requirement polymer criteria. T: The “T” flag indicates that the substance was manufactured or imported during the transitional period (January 1, 1987 to July 1, 1994). N: The “N” flag indicates that the substance was manufactured or imported after July 1, 1994.

    In an effort to increase transparency and to facilitate access to information on substances in Canadian commerce, the Government of Canada is publishing a summary of the information received in response to the Notice with respect to perfluorohexane sulfonic acid, its salts and its precursors (PFHxS). The notice was published on October 10, 2020 in the Canada Gazette, Part I, pursuant to paragraph 71(1)(b) of the Canadian Environmental Protection Act, 1999 (CEPA). The initiative collected information on perfluorohexane sulfonic acid, its salts and its precursors (PFHxS) for the purposes of assessing whether to control, or the manner in which to control, the risks posed by these substances. The notice required manufacturers, importers, exporters and those who used PFHxS in the manufacture of a mixture, product or manufactured item to report commercial quantities and use patterns, including mixtures, products and manufactured items containing these substances. Since this initiative targeted information to address specific data needs for PFHxS, the information gathered and reported here may not represent the entire range of commercial activities in Canada for these substances. When reviewing the summary of responses received, it is important to consider: • the definitions applicable to the notice, • the persons required to provide information, • the exclusions; and, • the reporting requirements.

    As indicated in the Notice with respect to certain quaternary ammonium compounds in Canadian commerce — Phase 1 (the Notice), and in accordance with section 49 of the Canadian Environmental Protection Act, 1999 (CEPA), the Government of Canada is providing a summary of the information received in response to the Notice, which was published in the Canada Gazette, Part I, on November 17, 2018 under section 46 of CEPA. The Notice collected information from manufacturers and importers (e.g., quantities and uses) on approximately 800 quaternary ammonium compounds (QACs) for the 2017 calendar year. The information will be used to support priority setting, and inform future risk assessments. The files in the resources section below offer an overview of the information gathered under this initiative including: type of submission; reported substances; substances that are manufactured or imported; industrial sectors involved; substance functions and commercial applications; and intended use (in commercial activity, in consumer activity, and by children). It should be noted that these documents do not include an assessment of the potential risks these substances may pose to the environment or to the health of Canadians. To complement the information summary document, a compilation of the non-confidential information received is available for download in Excel and CSV formats and includes a list of the substances for which no information was submitted. Important information about this summary: To protect confidential business information, in some cases quantitative data is presented in ranges and qualitative data is excluded. Qualitative data includes information that characterizes and categorizes information [e.g., company names, North American Industry Classification System (NAICS) codes, specified uses, Substance Function Codes, and Application Codes]. Since the dataset does not include confidential business information, the figures presented may be an underestimate. Code 999 "Other" was provided for a Substance Function Code or an Application Code, it indicates that the codes listed in the Notice did not apply and a description of the function or use was required.
